The Suffolk & North East Essex vision for a ‘Future Shift’ in health and care

In 2022, partners in the Suffolk and North East Essex Integrated Care Partnership (ICP) worked together to develop a central high level concept of enabling a ‘Future Shift’ in the whole health and care system over the next decade. The aim was to ensure that Suffolk and North East Essex ICS had a clear high level overarching strategic context within which the ICB, Alliance and broader ICS strategies and plans could become even further aligned.

‘Future Shift’ – WHY?

Our world is changing. We are living through a period when new and unprecedented challenges are fast emerging through population change, climate change and the realities of globalisation and international conflict. At the same time we are also experiencing rapid social, economic and political change. The health and care needs of the people and communities that we serve are also changing. Projections of future demand and capacity in our local health and care system show that continuing to work in the way that we currently do is unsustainable. However we also have new opportunities to work together as a system, to respond to a changing outlook in our workforce and to embrace the potential of new medical, technological and digital capability.

‘Future Shift’ – HOW?

Future Shift was underpinned by the need to effect what has been described as a ‘Left Shift’ in health and care. A ‘Left Shift’ is about changing the way that we work in health and care over time by aligning all five elements of the SNEE ICS Integrated Care Strategy. These were about:

  • enabling everyone living in Suffolk and North East Essex to ‘Live well’ – to Start Well – Be Well – Stay Well – Feel Well  – Age Well – Die Well;
  • supporting more people to live well for longer by preventing disease and slowing progression. Identifying problems and intervening early. Building resilience. Focusing on the wider determinants;
  • ‘Thinking Differently Together’ to move care and resources towards more local community-based solutions. Investing in place and neighbourhood working. Building a more resilient VCFSE sector;
  • enabling equality and equity of access, experience and outcomes in health and healthcare;
  • taking a ‘Can Do’ approach that is collaborative, compassionate, cost effective, courageous, community focused and creative. Proactively driving innovation and disruption through our digital, finance, estates, workforce, education, clinical and quality strategies.

‘Future Shift’ – WHAT?

Future Shift was a call to action to agree together WHAT we will do in the NHS, local government and VCFSE sector so we move this agenda forward over the next few years. We need to think and plan for the longer term so that we can move forward from the here and now, so that we don’t miss opportunities, we spot risks and we make decisions that stand the test of time. The ‘Three Horizons Model’ is a useful tool to enable us to do this.

The model can help us to think about:

  • The need for the current situation to change (Horizon 1)
  • Our vision for the future (Horizon 3)
  • Ideas for how to get there from where we are now (Horizon 2)

It can also be used to think about how things may change over time:

  • Horizon 1: right now, current trends and issues
  • Horizon 2: emerging trends
  • Horizon 3: trends that might dominate the future, competing visions

The model is particularly powerful because it can draw together different knowledge and perspectives to build a shared vision of the future and the steps that are needed to get there. It can also help us to see the role that all three horizons can play in bringing about change.
