10 Suffolk and North East Essex ICS | ‘Our Journey Together’ In April 2017, the STP held a ‘Higher Ambition’ Conference at Trinity Park, Ipswich. Speakers included Dame Clare Marx who spoke about the importance of good dental hygiene in children, a primary school head teacher in Tendring who had developed an innovative approach to supporting child mental health and wellbeing and a leading surgeon who spoke about the challenges for people living with obesity. Eight ‘Higher Ambitions’ were identified for Suffolk and North East Essex Integrated Care System which went on to underpin an application by the STP to become one of the first shadow Integrated Care Systems in the country and continued to be priorities for the STP and then the ICS over the next few years. The eight ‘Higher Ambitions’ for Suffolk and North East Essex were: • Reducing health inequalities • A healthier life for everyone • Emotional wellbeing from the start of life • Zero suicide • Earlier diagnosis and treatment for cancer • An effective treatment pathway for obesity • The best quality of life as we grow older • The care and support we need at the end of life. 2.3 Shadow ICS Status – 2018-2019 In 2018, the Health and Social Care Committee Report on ICSsviii recommended a long-term strategy for more collaborative, place-based integrated health and care. NHS England began selecting a small number of STPs to progress into “shadow ICSs”. These were areas judged to have strong leadership, a track record of collaboration, and ambitious plans for integrating services and strengthening primary and community care. A detailed application for shadow ICS status was supported by all local health and care leaders and Suffolk and North East Essex was identified early on in the second wave of Integrated Care Systems (ICS) in England in May 2018. Suffolk and North East Essex became part of the national ICS development programme supported by a central team at NHS England. Based on its new status the ICS was awarded significant funding to support its transformation and capital investment. The Suffolk and North East Essex ICS Board was established and an ICS Central Team based in Colchester led by ICS Programme Director, Susannah Howard. 2019 saw the publication of the NHS Long Term Planix aimed to redesign hospital and community care, develop personalised care and digitally enabled care, and focus on prevention, through integrated place-based working.
