20 Suffolk and North East Essex ICS | ‘Our Journey Together’ 3.4 We enabled new investment into the system The importance of new investment in the system The Three Horizons modelxxviii (see section 5.7) explains the importance of moving from Horizon 1 – our current priorities and ways of working, through Horizon 2 – development and piloting of medium-term transformation, to achieve Horizon 3 – radical long-term redesign and change. To achieve genuine transformation, it is vital to support Horizon 2 which may require new investment into the system. External and internal investment National investment was given to ICSs based on their ability to demonstrate high-quality, forward-thinking joined up strategy and planning. In March 2020, Suffolk and North East Essex ICS was placed third in a Health Service Journal list ranking every ICS in the country according to the amount of transformation funding they had received per head of population. Building a shared identity across the ICS was essential to advancing a culture of systemic innovation. Investment in the system over time has included capital investment in estates, digital and workforce transformation. The financial good health of the system over time also enabled internal investment in innovation not just within individual organisations but between partner organisations, and across systems. Enabling local transformation through investment Investing in local services supports the shift to more holistic, neighbourhood and community-based care that better meets local health needs. The Suffolk and North East Essex system has gradually shifted to a commissioning and transformation approach based on the lived experience of local people, the use of intelligence through linked data sets, high quality clinical evidence, and co-production involving a broad range of health and care professionals. Taking a longer-term view of transformation and allowing sufficient time to enable innovative transformations to prove their success is essential to fully see the effects of this more holistic approach for local communities. Investing in estates A challenging issue, particularly in the NHS, is how best to invest in the local estate. The system has had an overarching vision of a sustainable and affordable estate that optimises existing estate and utilises surplus land and wider developments such as key worker housing. System-wide Estate Planning with collaborative working and joint decisionmaking helps make the best use of property and the workforce. Incorporating digital systems into estate planning enables facilities to be used in ways that are flexible and responsive. The location and environment of services can make a significant difference to people’s personal health and wellbeing. Working as a system has brought health and social care together in a more integrated, transformative way, enabling easier to access, sustainable and affordable treatment and care environments. The community diagnostic remodelling of Clacton Hospital has facilitated Primary Care integration and a new health and wellbeing hub delivering hospital and community services. Newmarket Community Hospital has been extended to enable the co-location of primary care with existing community and mental health services. And Haverhill Health Centre, developed as part of the One Public Estate initiative, has co-located services for better alignment and working.
