25 Suffolk and North East Essex ICS | ‘Our Journey Together’ 3.6 We focused on improving population health and wellbeing outcomes Outcome-based approaches Our collective ambition is to enable everyone in Suffolk and North East Essex to ‘Live Well’. Outcome-based approached were embedded through an extensive training programme across the ICS based on the original Outcome-Based Accountability (OBA) methodology developed by Mark Friedmanxxxi, but adapted and tailored to specifically support ICS programmes (see section 5.3). Over time the ICS increasingly used the ‘Live Well’ domains - Start Well, Be Well, Stay Well, Feel Well, Age Well And Die Well – in its strategy and planning. Working in partnership through our Integrated Care System provided the opportunity for us to do things differently to before and reach beyond ‘traditional’ health and social care services to think more about the wider factors in our lives that impact on our health and wellbeing. In developing our thinking, we invited local people to contribute their views about what matters to them and why. Across the life course, what matters to people will be different at different points, and understanding this better meant that we could take a more informed view in identifying ambitions that are clear about why these outcomes are important; how we could enable them - being informed by the evidence base and the lived experience of people and communities; and then working together as system partners to develop collaborative delivery plans on what each partner organisation will do to deliver these programmes of work and services, and building them into strategic plans, such as the ICB Joint Forward Plan. Further examples of local case studies relevant to this action area include: Outcome: Start Well Having the best start in life means a healthy pregnancy and birth, and healthy growth and development. It means being safe and well cared for, and the opportunity to have aspirations and to plan for adulthood. Start Well – Local Maternity and Neonatal System (LMNS): Community ambassadors with local, religious, and cultural knowledge, produced the groundbreaking “It is OK to Ask” films. LMNS Start Well – Growing Up in Care: a system wide approach considering how to achieve better outcomes for children growing up in care. Growing up in Care Outcome: Feel Well Having good mental wellbeing. This means enabling people to access help when they need it, and in particular, when they need help urgently. It means taking a trauma-informed approach, showing compassion and sensitivity. Feel Well – Suffolk Mental Health Response Vehicle: a joint venture where working together, a purpose-designed electric vehicle allows the team to rapidly respond to crisis mental health calls. CAN DO Health & Care - Awards 2025 Feel Well – Healthwatch Essex Fella Forum: for men experiencing mental health issues to talk in a judgement free manner, and to signpost to further support and services if required. Fella’s Forum | Healthwatch Essex Picture – Dr. Lyndsey Crockett and Dr. Karen Chumbley who won awards for their work to improve end of life care at the ICS Awards in 2024
