Our Learning Analysis of key themes 5.1 Perspectives on ICS success The span and scale of an Integrated Care System means that it is probably impossible to identify any single measure for ICS success - although different stakeholders referred to some of the following as potential benchmarks or lenses through which we might consider the overall success of the ICS: 1. Delivery of the four purposes of an Integrated Care System (ICS) and ‘creating local joined up services that rethink how care is delivered’ as described by NHS England in 2022. The four purposes are: • Improving population health and healthcare • Tackling unequal outcomes and access • Enhancing productivity and value for money • Helping the NHS support broader social and economic development 2. Collective progress against locally identified objectives including the original ‘Higher Ambitions’ set by local stakeholders in 2017 (see section 2.2) and the key areas of action identified in the subsequent ICS Integrated Care Strategy ‘Future Shift’xxxviii agreed by local stakeholders in late 2024. What we ‘Can Do’ to enable a ‘Future Shift’ • Co-production and co-delivery with people and communities • Preventing ill-health, inequalities, and injustice • Delivering holistic, neighbourhood-based care • Making greater use of technology and innovation • Learning from data, evidence, knowledge, and intelligence • Making better use of existing resources 3. Delivery of NHS financial and performance targets – including the NHS National Oversight Framework (NOF)i (see section 1.1) which NHS England describes as “a consistent and transparent approach to assessing ICBs and other NHS trusts”. Overall the vast majority of stakeholders felt strongly that Suffolk and North East Essex ICS had been a success. However different people inevitably described different aspects, different levels and different drivers for success depending on their perspective. Almost everyone talked about the ICS having pockets of success and that there was a need to scale and spread new ways of working to make progress more consistent. From these discussions some themes emerged that stakeholders consistently referred to as being important learning about how they felt the system had been successful in making an impact: • Build the system on values, principles and relationships • Put purpose before structure • Create opportunities to build belonging and understanding • Actively redistribute power • Maintain a focus on system leadership and culture • Enable change and transformation to evolve • A healthy ecosystem enables everyone to thrive Picture – opening of EXPO 2023 at Wherstead Park, July 2023
