As we move to become Norfolk and Suffolk ICB there is also the likelihood that there will be a Norfolk and Suffolk Strategic Authority and Local Government Reorganisation. ‘Future Shift’ and the general ‘Can Do’ ethos of SNEE are already apparent. This is reflected in its person-centred, relationship-based approach and its commitment to coproduction with communities. Taking a whole system approach is in sync with the transformation of Norfolk Adult Social Care and the move to a neighbourhood health service. SNEE ICP has truly been a whole system venture, achieving the great merit of transferring from something owned by a few to something that feels owned by us all. This has fostered great energy, innovation, and ambition. However, there have been missed opportunities and there remains in some key areas a limited understanding of what the voluntary sector can really do to support our population with health and wellbeing. As a system when we strategically commission we should be bold and start with the voluntary sector first and only deliver through NHS providers when a medical model is absolutely essential. It does not feel like we have fully embraced this challenge yet. For example, when funding is scarce, it is the VCFSE delivery that takes the hit first. This doesn’t support moving care closer to home nor support people to manage their own health needs, which is where we need to get to”.
