ICS Chairs & Non-Executive Director (NED) Forum

The ICS Chairs’ group has a key role in supporting the work of Executive Leaders across the ICS. The group brings together non-executive and clinical chairs of NHS organisations with the elected members who chair the Health and Wellbeing Boards in Suffolk and Essex and chairs of trustees for key local non-statutory sector organisations including Healthwatch and local hospices.

The group meet monthly. As well as providing an important forum for the development of ICS governance, each month the group also review papers that are going to the ICS Partnership Board and provide feedback through the Chair, Sheila Childerhouse and Vice-chair, Mark Shenton who are also members of the ICS Partnership Board.

A number of non-executive ICS Subgroup Chairs also support the ICS Independent Chair by providing non-executive oversight to sub-groups operating under the ICS Partnership Board.

NED, Elected Member and Governor Forum

The ICS Chairs Group, with support from the Integrated Care Partnership (ICP) Secretariat, the NHS Confederation and the Local Government Association (LGA) convenes a series of information events for the wider community of NED, lay members, governors and elected members. These events are delivered through a combination of means to be accessed either online or in person. Invitees include:

  • NHS Trust Non-Executive directors
  • NHS Trust Governors (lead governor)
  • VCSE organisation trustees
  • ICB Non-Executive Members
  • Elected representatives of both Upper Tier Local Authorities and District and Borough Councils
  • Other lay roles related to health and care ICS partner organisations

The forum meets quarterly to:

  • Offer briefings on current ICS issues and wider system operating environment
  • Discuss matters of common interest
  • Contribute to development of the SNEE ICS and ensure that non-executive voice is included at a system level and fully able to support the system objectives and values
  • Hold topic based discussions, including from external speakers
  • Foster trust and collaborative working relationships between NEDs, trustees, governors
  • Explore how these partners do and can support the alliances
  • Understand what the alliances can do for our wider partners
  • Use the skills we have within the system, where possible

Given the importance of the three alliances in the ICS the programme for these meetings includes a balance between system and alliance engagement and their statutory responsibilities.
